Civilian Efforts to Control Militancy with the Support of the Army

The collaboration between the army and civilians has played a crucial role in the decline of militancy in Kashmir, with both working hand-in-hand to maintain peace and eliminate those who seek to disrupt it. With out the support of the both, Kashmir would have been a rogue state.

Initially, it was difficult for the Indian Army to identify and combat militants. They started slowly, as the militants had internally occupied the ground with their disruptive activities. However, the Army, with its professionalism, paved the way for the Kashmiri people by gradually building trust and approaching the common people. The presence of the Indian Army was not initially significant, but if it is visible on the streets of the valley today, it is primarily due to the militants and their violations.

Why Kashmiri people supported Indian Army, it is because, they had seen the victimization of raiders during 1947 and it was India army who saved Kashmiri people and welcomed India army with flowers and songs. The army unit that resisted these raiders evolved into the Jammu and Kashmir Light Infantry (JAK LI), a testament to the enduring support of Kashmiris for the armed forces.Similarly, during the 1990s, when militancy peaked, the greatest blow to militant groups came not from the army but from ‘Ikhwan-ul-Muqbareen,’ an armed civilian unit composed predominantly of Kashmiris. This group successfully eliminated 90% of the militants during that period. These instances highlight the unwavering commitment of Kashmir’s civilians to counter militancy, reflecting their enduring resolve to safeguard peace and stability in the region.

In the current scenario, militancy in Kashmir has been largely uprooted, with new recruits being rare and foreign terrorists often the ones targeted in encounters. Over the past 4-5 years of relative peace, the people of Kashmir have come to realize the importance of stability and peace, making it clear that they cannot support any form of violence—whether through armed conflict or other means. While the decline in militancy can undoubtedly be attributed to the government’s stringent security measures and the efforts of the army, civilians also play an equal role in this success. Recent incidents highlight how Kashmiri households have started rejecting militants, refusing to provide shelter. One such incident, reported from Hadipora, Baramulla, involved a house owner turning away militants seeking refuge. The Indian Army, renowned for its discipline, maintains a necessary distance from the public in certain situations


The role of civilians in combating militancy in Kashmir extends far beyond passive support. Over the years, numerous initiatives have emerged where local populations have actively collaborated with security forces to ensure peace and stability. One of the most prominent examples is the formation of Village Defense Committees (VDCs), where villagers have taken up the responsibility of safeguarding their communities from militant infiltration. These committees, often composed of young men and local leaders, maintain vigilance and act as the first line of defense. Similarly, Community Vigilance Groups (CVGs) have emerged in various regions, where locals—armed with basic training—assist in gathering intelligence and alerting the forces to any suspicious activities. These efforts have proved essential in neutralizing threats and preventing the spread of militancy at the grassroots level. Additionally, ordinary Kashmiris, including shopkeepers, students, and even women, have become involved by providing information to the authorities, often at great personal risk. The active participation of civilians alongside the army underscores the determination of Kashmiris to protect their communities and restore peace to the region, showing their firm resolve to resist the forces of militancy.

In addition to direct efforts against militancy, initiatives aimed at the de-radicalization of youth have made a substantial contribution to maintaining peace in Kashmir. Programs organized by the army, such as sports tournaments, vocational training, educational sponsorships, and healthcare services, have not only provided tangible support to local communities but have also fostered a deeper connection between the army and civilians. These initiatives have created a foundation of trust, allowing young people to focus on constructive activities rather than being drawn into militant activities. By offering opportunities for personal growth, these schemes have helped shield many youths from falling into the hands of radical groups. Moreover, this collaboration has instilled a sense of nationalism among the people, nurturing a spirit of unity and collective responsibility in the fight against militancy. As a result, civilians have actively supported the army in their efforts to eradicate militancy, ensuring a more secure and peaceful future for the region.

In the present times, Kashmiri people are well aligned with the Indian Army due to their people-centric approach and growing influence among the populace. It is because of the efforts of the Indian Army that people now understand the consequences of terrorism and violence. Today, we observe not only cooperation and support from civilians but also their rejection of militancy, including refusing to provide shelter, food, or other assistance. The elimination of militancy, violence, extremism, and radicalization has only been possible due to the joint efforts of the Indian Army and the people of Kashmir. The presence of the Indian Army ensures the safety and security of the people of Kashmir. As such, Kashmir has always been used as a battlefield and is still exploited by neighbouring countries, making the counter-presence of the Army essential.
